In his role as a Non-Executive Director, Harry developed extensive knowledge of the NHS and on behalf of the PCT, chaired the Audit and Estates Committees and was appointed as the PCT Estates Design Champion.
Experience In 1989, Harry was appointed Local Authority Chief Officer – Director of Land and Property and Community Safety, Wigan Council, As Director of Land & Property and Community Safety for Wigan Council for 15 years, Harry successfully managed a large multi-disciplinary department of over 400 staff, working as a member of the Council’s Cabinet and Executive Management Team and contributing to the Council’s reputation which is nationally rated as ‘Excellent’. During this time and as a result of the Government’s compulsory tendering legislation it became necessary to for him to establish an ‘arms length organisation’ operating separately from the Council and within the private sector, to win work in open competition. This company has developed and become very successful, growing year on year and trading profitably.In 1993, Harry was awarded the Greater Manchester Police Chief Superintendents Commendation for commitment to Risk Management within Local Government, Harry established and chaired the Community Safety Partnership, a structure and organisation which brought together all agencies both public and private within the Wigan borough and working with the Greater Manchester Police in founding a Crime Prevention Partnership which was nationally recognised.As part of the development of Community Safety, Harry was a visiting lecturer at the Home Office centre in Staffordshire. He gave talks on what Wigan borough were doing with regards Community Safety and Crime Prevention; this was to audiences of Police forces, Local Authority representatives and magistrates from across the Country. This role led to him becoming Chairman in 2001, of the Community Safety Partnership Joint Commissioning Group for Drugs and the Community Safety Partnership Alcohol Strategy.Harry was a member of the board of NHS Ashton, Leigh and Wigan (Primary Care Trust) from 2002 and was latterly Vice- Chairman.In May 2008, following a National advertisement by the Appointments Commission, Harry was appointed Chairman of Ashton, Leigh and Wigan Community Healthcare and was subsequently confirmed as chairman of Bridgewater Community Healthcare NHS Trust in November 2010.An avid golfer, Harry has been both Captain and President of Chorley Golf Club.
